design philosophy
Synthesis was the design philosophy: Listen to as many voices and views as possible, then blend the primary themes into a new World Trade Center inspired by everyone and guided by:

Original architect Minoru Yamasaki's maxim:
"The purpose of architecture is to create an atmosphere
in which man can live, work, and enjoy;"

and Rudolf Giuliani's declaration:
"Ground zero must first and foremost be a memorial.
All other decisions should flow from that goal."
executive summary
Like most of The People who saw Rudolf Giuliani in action on 9/11 and afterward, we were heartened and thankful for the way he led both city and country - and attentive to what he said and still says about it all.

So as the debate about what to do with ground zero got louder, we listened to what everybody thought was important, but most of all we listened to Mr. Giuliani, especially when on September 1, 2002, he wrote:
"Ground zero must first and foremost be a memorial. All other decisions should flow from that goal… If it were up to me, I'd devote the entire 16 acres to the memorial. A soaring structure should dominate the site, taking its place along New York City's wonderful skyline. It should be visible for miles to demonstrate the spirit of those who gave their lives to defend freedom. There should be a museum and a library. Those who visit should be able to relive the experience in a way that does justice to the enormity of the events."
The People's Plan does all of that and more. Webster defines memorial as "anything meant to help people remember some person or event, as a monument, trust fund, holiday, etc." The People's Plan is an "etc." and if it's matched to Mr. Giuliani's September 2002 paragraph, you'll see:

Yes, the entire 16 acres is devoted first and foremost in memoriam and everything does indeed flow from that premise; rearranging space, rebuilding the towers, and repeating their theme keeps remembrance front and center, today, tomorrow, next year, next century.

Yes, building new Twin Towers creates a soaring structure that dominates the site and re-takes its place in New York City's wonderful skyline - and, to recall another of Mr. Giuliani's September paragraphs, it is a monument that magnifies rather than mutes memory and as such overshadows all else.

Yes, it will be visible for miles - it will be visible from space! - and more forthrightly than the currently accepted design shows the spirit of those who gave their lives to defend freedom.
Yes, there is a museum and a library, along with eternal flames, remembrance mounds; walkway walls; rivers of tears flowing into waters of life; and the Sphere sculpture and other 9/11 artifacts - to include underground viewing of the retaining wall - so those who visit can relive the experience in a way that does justice to the enormity of the events.

And yes, the original office space is restored, along with more retail space, residential space, police/fire space, an opera house, and more ground space, all designed to be built in logical stages and up- or downsized as necessary - and all flowing from the memorial heart in the southwest corner.
