When complete, the People's Plan replaces previous floor space, adds more, and opens
up long horizontal and vertical sight lines throughout the site,
increasing the total non-building
ground space, and permeating every element with remembrance, reflection and renewal.
The People's Plan also synthesizes and integrates remembrance and renewal in a way
that cannot be achieved by segregated building site and memorial
design competitions,
or by the currently accepted design. The People's Plan is presented in greater detail
on the following pages.
